Establishes the Apprenticeship Connecticut initiative effective July 1, 2018, to develop workforce pipeline programs training entry-level workers for job placement with manufacturers and other employers experiencing workforce shortages.

Authorizes the Labor Commissioner to issue a request for qualifications from regional industry partnerships, requiring membership of workforce development boards, educational institutions or employers, and economic development entities to develop targeted training programs.

Sets program requirements including separate training for high school students and adults (5-26 weeks duration), employer job placement commitments, and limits on fund usage: maximum 70% for training, 20% for support services, and 10% for administration.

Authorizes $50 million in state bonds for the Labor Department to fund selected workforce pipeline programs, with a goal of placing at least 10,000 individuals into new jobs over four years (one-third high school students, two-thirds adults).

Authorizes $175 million in bonds effective July 1, 2018, for economic development purposes including $100 million in grants to submarine design and construction companies with facilities in Connecticut planning production expansion.
