Secretary of the Office of Policy and Management shall conduct a study in consultation with the Commissioner of Economic and Community Development to identify the state's economic development and technical skills workforce training needs

Study report must include recommendations for specific programmatic changes and initiatives to address identified needs and corresponding bond authorization amounts necessary to implement them

Report must be submitted by January 1, 2019 to the joint standing committees of the General Assembly with cognizance over finance, revenue and bonding, and commerce matters

Provision takes effect upon passage of the act
