Establishes an Office of Regional Efficiency Development within the Office of Policy and Management, effective July 1, 2018, with at least one administrator and one staff person assigned to each state region.

Directs the office to identify municipal services that could be more efficiently delivered regionally rather than locally, including emergency dispatch, property tax assessment and collection, and administrative office functions.

Requires the office to develop short-term and long-term plans in consultation with municipal and regional stakeholders to implement identified regional services and achieve measurable reductions in property taxes.

Redirects funds from the regional planning incentive account to support the Office of Regional Efficiency Development instead of distributing grants to regional planning organizations and regional councils of governments.
