Proposes constitutional amendment allowing the General Assembly to authorize in-person early voting for qualified voters during a 14-day period before Election Day.

Early voting must be available for a minimum of 8 hours on each day for not less than 2 days and not more than 5 days during the 14 days prior to Election Day.

Early voting locations must be in the voter's city or town of residence.

Amends Article VI, Section 7 to add early voting provisions while maintaining existing absentee voting allowances for voters unable to appear on Election Day.

Proposes submission of amendment to voters at the November 6, 2018 general election with ballot designation asking if Constitution should be amended to allow General Assembly to provide early in-person voting opportunities.
