Proposes a constitutional amendment requiring the General Assembly to hold a public hearing before enacting legislation that requires a state agency to sell, transfer, or dispose of real property or interests in real property to non-state entities.

Mandates that any legislation authorizing such property transactions must be limited in subject matter solely to provisions concerning that specific sale, transfer, or disposition.

Requires a two-thirds roll call vote of the total membership of each house for sales, transfers, or dispositions of real property controlled by the Department of Agriculture or Department of Energy and Environmental Protection.

Directs the proposed amendment to be presented to voters at the general election on November 6, 2018, or continued to the next legislative session if necessary.

Specifies the ballot language describing the amendment's requirements for public hearings, limited legislation scope, and supermajority voting procedures for agricultural and environmental property transactions.
