Requires applicants seeking approval for a change of control of a water company to notify affected public officials by mail not less than 15 days after submitting the application to the Public Utilities Regulatory Authority.

Mandates notification to the chief elected official of each municipality within the water company's service territory and each General Assembly member whose district lies in whole or in part within that territory.

Notice must include the docket number assigned by the authority, confirmation that public officials may submit written comments or appear in person, the authority's telephone number for scheduling information, and a plain statement of the transactions requiring approval.

Applies to applications under both section 16-47(b) regarding changes of control of water companies and section 16-47(c) regarding acquisition of control over holding companies that own water companies.

Takes effect upon passage and amends Connecticut General Statutes sections 16-47(b) and (c).
