Repeals and replaces Section 1-6 of the general statutes effective October 1, 2019, maintaining current time standards (75th meridian west with daylight saving time) until conditions are met.

Requires the Governor to apply to the U.S. Secretary of Transportation for adoption of Atlantic Standard Time once Massachusetts, Rhode Island, and New York enact legislation adopting that same time standard.

Atlantic Standard Time will become Connecticut's official time standard only if the Secretary of Transportation approves the Governor's application and the three neighboring states have already enacted adopting legislation.

Maintains existing daylight saving time schedule (one hour ahead from second Sunday in March to first Sunday in November) until Atlantic Standard Time adoption is approved and implemented.
