Authorizes Deborah Connerty, as administrator of the estate of William T. Connerty and in her individual capacity, to present claims against the state to the Claims Commissioner despite missing the standard filing deadline under section 4-148 of the general statutes.

Allows the time limitations for filing claims to be tolled in this case involving allegations that state actors failed on multiple occasions to detect metastasized cancer in William T. Connerty.

Requires claims authorized by this act to be presented to the Claims Commissioner no later than one year after the effective date of this section.

Prohibits the state from using failure to comply with proper notice requirements, denial that notice was properly given, or prior consideration of the claim as defenses against Deborah Connerty's claims.

Effective upon passage; creates a new section of law.
