Establishes a task force to investigate strategies for increasing employment opportunities for persons recovering from substance abuse.

Task force composed of 10 members: two appointed by House Speaker, two by Senate President Pro Tempore, one each by House and Senate majority leaders, one each by House and Senate minority leaders, and two by the Governor.

All task force appointments must be made within 30 days of the act's effective date, with first meeting required within 60 days.

Administrative support provided by the joint standing committee staff having cognizance of labor matters.

Task force must submit findings and recommendations to the joint standing labor committee by January 1, 2020, and terminates upon report submission or January 1, 2020, whichever is later.
