Prohibits any person from throwing, distributing, or placing commercial handbills on residential property premises without the owner's consent, effective October 1, 2019.

Defines "commercial handbill" as printed materials advertising merchandise, products, businesses, or paid events for private profit or gain, including materials reasonably perceived as advertisements.

Defines "premises" as structures, improvements, yards, driveways, porches, stairs, vestibules, and entryways appurtenant to residential dwellings, but excludes mailboxes.

Establishes a fine of up to $100 per residential dwelling for violations, with fines retained by the municipality that enforces the provision.

Authorizes each municipality to enforce the ban on unsolicited marketing flyers.
