Amends Connecticut's Freedom of Information Act to apply security exemptions to the Connecticut Airport Authority and Connecticut Port Authority, allowing them to withhold safety-related records from public disclosure.

Exempts security records including security manuals, engineering drawings, operational specifications of security systems, training manuals, internal security audits, security personnel logs, and emergency preparedness plans when disclosure poses a safety risk.

Designates the executive director of each authority (Airport Authority and Port Authority) to determine whether reasonable grounds exist to withhold security records, after consultation with appropriate officials.

Requires public agencies receiving Freedom of Information requests for security records to notify the Commissioner of Administrative Services or Commissioner of Emergency Services and Public Protection before disclosing records.

Establishes that appeals of record denials can be brought against the executive director of the Connecticut Airport Authority or Connecticut Port Authority, with authority's decision being subject to appeal under section 1-206 of the Freedom of Information Act.

Effective date: October 1, 2019.
