• Redefines "tobacco bar" to require 20% or more of annual gross income from tobacco sales and humidor rentals, removing the previous 10% threshold and updating the baseline year from December 31, 2002 to current operations.

• Removes restrictions that prevented tobacco bars from expanding in size or changing location, allowing existing tobacco bars to grow and relocate without limitations.

• Expands electronic nicotine delivery system and vapor product prohibitions to match traditional smoking bans in public buildings, health care institutions, restaurants, schools, and other specified locations.

• Allows establishments without alcohol permits that sell electronic nicotine delivery systems or vapor products on-site to permit customer use of those products on-site.

• Effective date: October 1, 2019 for all provisions.
