Makes female genital mutilation a class D felony in Connecticut when performed on persons under age eighteen, effective October 1, 2019.

Prohibits circumcision, excision, or infibulation of the labia majora, labia minora, or clitoris unless medically necessary as determined by a licensed physician.

Exempts surgical operations necessary to a person's health when performed by a licensed physician, or operations performed during labor or childbirth by a licensed physician, nurse-midwife, or trainee for medical purposes.

Explicitly excludes operations justified solely on the basis of custom, ritual, or personal belief from the medical necessity exemption.
