Requires youth camp operators to conduct background checks on all prospective employees prior to extending employment offers, effective July 1, 2019.

Background checks must include Social Security number verification and reviews of the abuse and neglect registry maintained by the Commissioner of Children and Families, state and national sexual offender registries, and state criminal conviction records based on name and date of birth.

Youth camp operators may designate another person to conduct the background checks on their behalf.

Youth camp operators must maintain paper or electronic copies of all background check materials and make them available for inspection by the Office of Early Childhood upon request.

The bill was referred to the Committee on Children and received joint favorable recommendations from both the KID and APP committees.
