Establishes a task force to study hospital roles in treating opioid addiction, examining needs for additional dedicated beds and regional variations across the state.

Task force shall evaluate current hospital capacity to provide treatment services, considering personnel, medications, and physical facilities available.

Task force shall investigate barriers to expanding treatment capacity and ways to expedite the certificate of need process for hospitals seeking to expand opioid addiction treatment services.

Task force membership consists of 12 positions including hospital association representatives, hospital chief executives, health professionals, individuals in recovery, state commissioners, and legislative committee members.

Task force must submit findings and recommendations to the joint standing committee on public health no later than January 1, 2020, with the task force terminating upon report submission or January 1, 2020, whichever is later.
