Prohibits any person, nonprofit organization, firm, corporation, state, or political subdivision from knowingly releasing, organizing the release of, or intentionally causing the release of helium or other lighter-than-air gas balloons into the atmosphere in Connecticut.

Applies to all helium balloon releases, with strikethrough text indicating the original threshold of ten or more balloons within a 24-hour period was removed, making the prohibition absolute.

Classifies violations of the prohibition as infractions.

Effective date is October 1, 2019, amending Connecticut General Statutes Section 26-25c.
