• Establishes the Connecticut Siting Council within the Department of Energy and Environmental Protection, consisting of state commissioners, legislative designees, and five public members appointed by the Governor with expertise in ecology and limited utility affiliations.

• For Chapter 445 proceedings (hazardous waste and radioactive waste facilities), adds four ad hoc members: three electors from the host municipality and one from a neighboring municipality likely to be most affected, appointed by chief elected officials.

• For electric distribution company proceedings, adds one nonvoting elector from the affected municipality appointed by the chief elected official, or by regional council of governments if the facility spans multiple municipalities.

• Public members and ad hoc members receive compensation of up to $200 per day for attendance at hearings, executive sessions, and other council business.

• Requires the council to consult with and solicit written comments from multiple state departments before commencing hearings, with prohibition on contracts that would restrict agencies from participating in or commenting on proceedings.
