Reduces the approval threshold for establishing a special taxing district to maintain water quality in a lake from two-thirds to a majority of voters, while other districts retain the two-thirds requirement.

Requires a petition of 15 or more voters to initiate the process, with selectmen calling a meeting within 30 days and publishing notice in a newspaper at least 14 days before the meeting.

Allows for a referendum if 200 or more voters or 10% of total voters (whichever is less) petition within 24 hours before the meeting, with the referendum held 7-14 days later.

Permits noncontiguous properties to be included in a district if they are served by a common water or sewer main, and requires the district to record its name and boundaries in land records.

Creates an exception to voter eligibility requirements for water quality lake districts, allowing non-electors of the town to vote on such proposed districts, and takes effect October 1, 2019.
