Establishes a task force to study the feasibility of using blockchain technology to manage elector information for state and municipal elections.

Task force must examine implementation feasibility, required changes to current election processes, potential costs and benefits, and security concerns related to blockchain use.

Task force consists of 10 members including blockchain experts, cybersecurity experts, registrars of voters, town clerks, municipal organization representatives, the Chief Information Officer, Secretary of State, State Elections Enforcement Commission executive director, and a University of Connecticut voting technology research representative.

All task force appointments must be made within 30 days of the act's effective date, with the first meeting held within 60 days.

Task force must submit a report with findings, recommendations, and any proposed legislation to the elections committee by January 1, 2020, at which point the task force terminates.
