Amends Connecticut General Statutes Title 17b to require electronic benefit transfer (EBT) card users to verify their identity and state address with the Department of Social Services when cards are used out of state for ninety days.

Applies verification requirement whenever EBT cards are used outside Connecticut for a continuous period of ninety days.

Intended to prevent fraud in the use of electronic benefit transfer cards.
