All contractors and salespersons must obtain a certificate of registration from the commissioner, with exceptions for partners, officers, and directors of registered corporations.

Contractors performing radon mitigation must be certified by the National Radon Safety Board or National Environmental Health Association.

Contractors performing removal or replacement of residential underground heating oil storage tanks must complete hazardous material training approved by the Department of Energy and Environmental Protection and maintain $1,000,000 liability insurance coverage.

All contractors must maintain liability insurance coverage of at least $250,000 and provide evidence of such coverage to the commissioner, except where the $1,000,000 requirement applies.

Act becomes effective October 1, 2019.
