Department of Transportation must provide notice of proposed mass transportation fare changes in newspapers with general circulation statewide at least 15 days before a public hearing.

For any proposed fare increase, the department must file a request for approval with the House and Senate clerks, and notify transportation and finance committee leadership.

General Assembly must approve or reject fare increases by majority vote of each house or majority vote of either house to reject, with voting to occur within 30 days of the filing request.

Fare increases are deemed rejected if the General Assembly fails to vote within 30 days, with special provisions for timing when the legislature is not in session or regular session adjourns before the deadline.

Act takes effect October 1, 2019 and amends Connecticut General Statutes Section 13b-38h to increase transparency in railroad fare increases.
