Commissioner of Agriculture must submit a plan to the U.S. Department of Agriculture by October 1, 2019 for full implementation of industrial hemp legalization as defined in 7 USC 5940.

Plan must include provisions for tracking land used in industrial hemp production, testing methods to determine tetrahydrocannabinol (THC) concentration levels in plants, and disposal methods for plants or products exceeding authorized THC levels.

Plan must be submitted simultaneously to the joint standing committee of the General Assembly with cognizance over agriculture matters.

Commissioner shall adopt regulations in accordance with chapter 54 of the general statutes upon U.S. Department of Agriculture approval of the plan.

Act becomes effective upon passage and implements public act 15-202 regarding industrial hemp legalization.
