Amends Section 4e-1 of the general statutes to redefine procurement-related terms and add "state revenue" as a criterion for evaluating state contracts.

Requires the Commissioner of Administrative Services to develop and adopt by January 1, 2020, a methodology for evaluating potential state revenue and economic impact when awarding contracts to in-state businesses or those hiring in-state employees.

Requires the Commissioner of Transportation to develop a similar methodology for evaluating bids for Department of Transportation contracts by January 1, 2020.

Requires the University of Connecticut and the Board of Regents for Higher Education to adopt policies and methodologies evaluating state revenue and economic impact for contracts by January 1, 2020, with annual reporting to the legislature.

Excludes the Department of Transportation from the initial requirement in Section 2, though it must develop its own methodology under Section 3.
