Amends section 17b-342 of the general statutes to require retroactive Medicaid payments for eligible home care services consistent with federal law.

Applies retroactive payment eligibility only to Medicaid applicants who have not transferred assets for less than fair market value in the 60 months prior to applying for Medicaid.

Aims to reduce state spending on institutional care by encouraging coverage of home care services through retroactive Medicaid payments.
