Prohibits group and individual health insurance plans from imposing preexisting conditions provisions on any individual, effective January 1, 2020.

Prohibits insurance companies, fraternal benefit societies, hospital service corporations, medical service corporations, and health care centers from refusing to issue individual health insurance plans solely based on an applicant having a preexisting condition.

Defines preexisting conditions provisions as policy provisions that limit or exclude benefits based on a condition existing before coverage effective date, regardless of whether medical advice or treatment was received.

Excludes genetic information from being treated as a preexisting condition in the absence of a diagnosis and specifies that pregnancy cannot be considered a preexisting condition.

Repeals sections 38a-503a and 38a-530a of the general statutes effective January 1, 2020.
