Committee Bill No. 5526 Summary

• Eliminates the traditional good time credit system for prisoners sentenced after the effective date, prohibiting future good time earnings under section 18-7a.

• Allows prisoners eligible for good time prior to the effective date to earn risk reduction credits instead, up to 5 days per month under section 18-98e, at the discretion of the Commissioner of Correction.

• Preserves existing good time credits earned before the effective date and allows them to be applied to sentence reductions in accordance with prior law.

• Exempts certain offenders from eligibility for risk reduction credits, including those convicted of specific violent and sexual crimes or classified as persistent dangerous felony or sexual offenders.

• Establishes that risk reduction credits may be earned for conduct occurring on or after April 1, 2006, and that prior releases or parole based on sentence reductions remain valid.
