Establishes a task force to examine whether northeastern Connecticut communities receive inequitable state funding and services compared to other areas of the state

Task force composition includes 9 members: two appointed by House speaker (one with mental health/behavioral services expertise), two by Senate president pro tempore (one with social services expertise), one each by House and Senate majority leaders, one each by House and Senate minority leaders, and three state commissioners (Mental Health and Addiction Services, Social Services, and Emergency Services and Public Protection)

All appointments must be made within 30 days of the bill's effective date, with the first task force meeting scheduled within 60 days

Task force must submit findings and recommendations report to joint standing committees on planning and development, human services, and public safety by January 1, 2020

Task force terminates on the date it submits its report or January 1, 2020, whichever is later
