• Establishes permit requirements and fees of $20 annually for private parties to use colored or flashing lights, while exempting government-owned vehicles.

• Authorizes use of specific colored lights (blue for fire departments, green for ambulances, red for fire chiefs and emergency medical service leaders, yellow/amber for maintenance and escort vehicles, white for authorized emergency personnel) with permits issued by the Commissioner of Motor Vehicles.

• Makes unauthorized use of colored and flashing lights an infraction.
