Establishes a dry-land water safety instruction pilot program administered by the Commission on Women, Children and Seniors for fiscal years ending June 30, 2020 and June 30, 2021, within available appropriations.

Program shall serve children in not more than 15 municipalities selected based on lack of public school swimming facilities and water safety education programs.

Priority given to municipalities with high concentrations of minority populations that lack water safety facilities and programs.

Commission must report to the joint standing committee having cognizance of children's matters by January 1, 2022, evaluating program effectiveness and recommending legislation for statewide implementation.
