Expands the Department of Motor Vehicles' authority to contract with multiple types of service providers, including automobile clubs or associations, new car dealers, used car dealers, repairers or limited repairers, and municipalities to issue duplicate licenses and identity cards, renew licenses and identity cards, and conduct registration transactions.

Allows contractors and municipalities to charge a convenience fee not to exceed eight dollars per applicant for license or identity card renewal or duplication, or for registration transactions.

Requires the commissioner to adopt regulations establishing qualifications, training requirements, security requirements, and performance standards for all contractors and municipalities authorized to provide these services.

Mandates the commissioner submit a report to the joint standing committee on transportation by January 1, 2020, and annually thereafter regarding the status and progress of authorizing contractors and municipalities under this law.

Takes effect upon passage and amends section 14-41(b) of the general statutes to implement privatization of Department of Motor Vehicles services.
