Requires electors to announce their street address (if any) and name to official checkers in a loud and clear tone audible to all election officials present.

Requires electors who first registered to vote by mail on or after January 1, 2003 to present either a current valid photo ID showing name and address, or a copy of a utility bill, bank statement, government check, paycheck, or government document showing name and address before voting.

Permits other electors to present either a Social Security card or other preprinted identification showing name and address/signature/photograph, or to complete a Secretary of State form with residential address, date of birth, printed name, and signed statement under penalty of false statement.

Requires official checkers to announce each elector's voter identification number in a tone sufficiently loud and clear to enable unofficial checkers to hear it upon verifying the name on the official checklist.

Takes effect October 1, 2019 and amends section 9-261(a) of the general statutes.
