Increases Board of Regents for Higher Education membership from 21 to 23 members effective July 1, 2019.

Expands student representation from 2 members (chairperson and vice-chairperson of student advisory committee) to 4 members by adding 2 additional students elected by consensus vote of the student advisory committee.

Requires one of the two newly elected student members to be from Connecticut State University System or Charter Oak State College and the other from regional community-technical colleges.

Maintains existing board composition of 9 Governor-appointed members, 4 General Assembly-appointed members, and ex-officio nonvoting members from faculty advisory committee and state commissioners.
