Amends section 8-40 of the general statutes to allow housing authorities to expand their area of operation to include high and very high opportunity census tracts as determined by the Department of Housing under section 8-348.

Permits expansion only when part of the high or very high opportunity census tract is located within thirty miles of the housing authority's existing area of operation.
