Establishes the "drug assets forfeiture revolving account" to fund substance abuse treatment, education programs, and drug law enforcement activities, effective July 1, 2019.

Distributes forfeited drug assets as follows: 70% to Department of Emergency Services and Public Protection and local police departments (15% for drug education, 85% for enforcement); 20% to Department of Mental Health and Addiction Services for treatment and education programs; 10% to Division of Criminal Justice for prosecution.

Redirects year-end account balances that do not revert to the General Fund to the Department of Mental Health and Addiction Services for inpatient treatment services for drug-dependent persons, rather than retaining funds for general purposes.

Requires the Probate Court Administrator to prepare and distribute informational materials about Probate Court procedures and conservatorship processes that may assist in securing medical treatment for drug-dependent persons, available in written and online formats.

Requires the Probate Court Administrator to review existing Probate Court procedures and report to relevant legislative committees by February 1, 2020 on enhancements to better serve drug-dependent persons and their families in obtaining necessary medical treatment.
