HB 5870 Summary

• Allows licensed gun dealers to facilitate transfers of assault weapons between people who already legally possess certificates of possession for assault weapons, enabling one registered owner to exchange their weapon for another's weapon through a dealer intermediary.

• Creates a new transfer mechanism for large capacity magazines declared to the Department of Emergency Services and Public Protection, permitting transfers between persons who each lawfully possess another declared magazine.

• Maintains existing restrictions on assault weapon sales to unlicensed persons while carving out this narrow exception for inter-owner transfers through licensed dealers only.

• Applies to assault weapons defined in Connecticut General Statutes sections 53-202a through 53-202k and large capacity magazines with capacity exceeding ten rounds.

• Takes effect October 1, 2019.
