Requires solar photovoltaic facilities with a capacity of two or more megawatts to obtain approval from municipal planning and zoning commissions before receiving a certificate of environmental compatibility and public need under state statute section 16-50p.

Applies the planning and zoning commission approval requirement to any facility where any portion is located within a municipality, regardless of whether the entire facility is within that municipality.

Amends chapter 277a of the general statutes to add the municipal approval requirement to the certificate application process under section 16-501.

Permits planning and zoning commissions to establish regulations concerning solar photovoltaic facilities by amending section 8-2 of the general statutes.
