Defines perfluoroalkyl or polyfluoroalkyl substances as fluorinated organic chemicals containing at least one fully fluorinated carbon atom and class B firefighting foam as foam used to extinguish flammable liquid fires.

Prohibits use of class B firefighting foam containing intentionally added perfluoroalkyl or polyfluoroalkyl substances for training or testing purposes effective July 1, 2020, unless containment, treatment, and disposal measures are implemented to prevent environmental release.

Directs the Department of Public Health to assist persons, local governments, and state agencies in evaluating and transitioning to class B firefighting foams without intentionally added perfluoroalkyl or polyfluoroalkyl substances effective July 1, 2019.

Authorizes the Commissioner of Consumer Protection to enforce the provisions of this act within available appropriations.
