Each law enforcement unit must create and maintain records of incidents where police officers use physical force likely to cause serious injury, cause death, or discharge firearms (excluding training exercises or animal dispatch), including officer name, time, place, incident description, and victim/witness names.

The Police Officer Standards and Training Council must develop and promulgate a standardized annual report form by October 1, 2019, requiring statistics on race, gender, incident location, type of force used, activities leading to force use, and any injuries suffered.

The Division of State Police and each municipal police department must submit annual use of force reports using the standardized form to the Criminal Justice Policy and Planning Division by January 15, 2020, and annually thereafter.

The Office of Policy and Management must post all submitted annual use of force reports on its Internet website for public access.
