Creates a pesticide enforcement account effective July 1, 2019, as a nonlapsing account within the General Fund to cover costs of regulating pesticides, conducting inspections, and enforcement activities by the Department of Energy and Environmental Protection.

Deposits all funds collected from pesticide registration under sections 22a-48 to 22a-50 of the general statutes into the pesticide enforcement account, which may also receive funds from private or public sources including municipal and federal governments.

Requires the Commissioner of Energy and Environmental Protection to implement an electronic reporting and record keeping system for pesticide registrations and applicator permits and certifications by December 1, 2021, with public access to pesticide use data.

Mandates the Commissioner adopt regulations by October 1, 2020, to regulate online purchase of restricted use pesticides and ensure only authorized persons can purchase and apply them.

Requires the Commissioner to implement a monitoring program by October 1, 2020, to determine pesticide levels in the state's soil, water, natural resources, and wildlife.
