Amends Connecticut General Statutes section 42-288a to require social media sites operating in the state to offer users an opt-out option for contact list access.

Users must be able to consent to or refuse social media sites accessing their personal contact lists for unsolicited marketing purposes.

Opt-out requirement applies to both subscribers and non-subscribers of the social media site.

Purpose is to protect consumers from having their personal contacts used for generating unsolicited marketing communications.
