HB 6045 Summary

• Allows eligible persons to register as electors and vote on election day or to register and enroll in a political party on primary day, provided they appear in person before 8:00 p.m. at a designated registrars' location with access to the statewide voter registration system.

• Registrars of voters must designate a location for processing election day and primary day registration applications and may appoint election or primary officials to handle registrations under registrars' supervision.

• Applicants must meet eligibility requirements under section 9-12, provide identification (including a learner's permit or utility bill showing current address, or college ID for students), and declare under oath they have not previously voted in that election or primary.

• Registrars must check the statewide centralized voter registration system before admitting applicants; if an applicant is already registered in another municipality and wishes to change municipalities, the registrars must immediately notify the other municipality's registrars.

• Election day and primary day registration ballots are handled similarly to absentee ballots, deposited in secured receptacles, and counted at a central location; registrars must send a confirmation notice to each applicant's address after acceptance.
