Allows non-registered persons and registered electors changing municipalities to register and vote on election day if they meet eligibility requirements under section 9-12.

Requires registrars of voters to designate a location with access to the statewide centralized voter registration system for election day registration and mandates appointment of election officials including official checkers to oversee the process.

Establishes procedures for election day applicants including in-person appearance, declaration under oath that they have not previously voted, submission of proof of residential address, and administration of the elector's oath individually.

Implements a cross-municipality verification system where registrars notify other municipalities if an applicant is already registered elsewhere, and prevents voting if the applicant already voted in another municipality on the same election day.

Requires registrars to send registration confirmation notices by first class mail and report within 90 days to the Secretary of State on applications received, persons denied registration, undelivered notices, and applicants placed on inactive registry lists; Secretary of State must aggregate reports and submit to the joint committee on elections and State Elections Enforcement Commission within 120 days.
