Eliminates the requirement that absentee ballot applicants mail original completed applications to municipal clerks, allowing electronic transmission via facsimile or other electronic means to be sufficient without a mailed original.

Removes the prior provision that absentee ballots would not be counted if the original application was not received by the close of polls on election day.

Requires the Secretary of the State to conduct a study of additional methods for returning absentee ballots, including inter-departmental mail for municipal employees, by January 1, 2020.

Directs the study to examine ways to reduce absentee ballot rejections and generally simplify the absentee voting process.

Requires the Secretary to submit study findings and legislative recommendations to the joint standing committee on elections.
