Amends Section 8-30g of Connecticut General Statutes to include affordable housing units built before July 1, 1990 in moratorium threshold calculations

Allows municipalities to count older affordable housing units when determining eligibility for exemption from affordable housing land use appeals procedures

Expands the definition of affordable housing stock that qualifies toward the threshold required for a municipality to invoke the affordable housing moratorium
