Applies to property owners who entered into state financial assistance contracts on or after October 1, 2019, through the Commissioner of Housing for construction, rehabilitation, or renovation of multifamily dwellings.

During the contract term, rent increases are limited to the previous calendar year's inflation rate as determined by the consumer price index.

After contract expiration, rent increases are capped at 10 percent per year for units continuously occupied by the same tenant.

Effective date is October 1, 2019.
