• Maintains existing program structure under the federal Temporary Assistance for Needy Families program while allowing the state to operate a solely state-funded portion if needed to avoid federal fiscal penalties.

• Defines eligible families to include pregnant women and caretaker relatives (related by blood, marriage, adoption, or legal guardianship) caring for children under age 18 or full-time secondary school students under age 19.

• Takes effect July 1, 2019.
