Commissioner of Social Services shall conduct a study of Medicaid-funded state programs administered under Title XIX of the Social Security Act.

Study shall examine factors pertinent to quality of care, gaps in access by eligible residents, and whether program provisions need changes to conform with the Patient Protection and Affordable Care Act.

Commissioner shall report results to the joint standing committees of the General Assembly having cognizance of aging and human services matters no later than July 1, 2020.

Report may include the commissioner's recommendations for addressing identified gaps in provision of Medicaid-funded services and improving access to such services.

Act takes effect upon passage and creates a new statutory section.
