Lowers asset limits for program eligibility to $40,000 for single individuals and $65,000 for married couples, replacing previous federal poverty-based thresholds.

Reduces participant cost contribution from 9% to 7% of care costs for individuals at or below 200% of federal poverty level who are ineligible for Medicaid.

Eliminates cost-sharing requirements for individuals residing in affordable housing under the assisted living demonstration project and earning at or below 200% of federal poverty level.

Caps annualized cost of state-funded services at 50% of weighted average nursing home care costs, with exceptions for individuals previously receiving higher-cost services and cases of extreme hardship.

Takes effect July 1, 2019 and amends section 17b-342(i) of the general statutes.
