Office of Policy and Management shall conduct long-range planning for state real property use, determine efficiency levels of agency property use, and maintain inventories of owned and leased state real property, effective July 1, 2019.

Secretary shall identify in inventories existing buildings with historic, architectural, or cultural significance (including those eligible for the National Register of Historic Preservation) and buildings suitable to meet state public building needs.

On and after July 1, 2019, secretary shall include in inventories the number of state employees per square foot in each building owned or leased by executive branch departments listed in section 4-38c.

Secretary shall update inventories not less than annually and provide copies to the Commissioner of Administrative Services and joint standing committees of the General Assembly with cognizance of government administration and appropriations.

Each state agency must obtain written approval from the secretary before changing ownership, use, or allowing non-agency entities to use state real property, excluding higher education institutions and legislative or judicial branch agencies.
